Two Orange Lights Seen In The Sky Over Saskatoon Saskatchewan

Time: Approximately 10:30 p.m.

Colour of Object: Orange/Orange-Red.
Full Description of Event/Sighting: My sister and I were driving towards the new Circle Drive bridge heading west when we witnessed two orange lights behaving oddly.
The sighting started just before we went under the Lorne Ave. overpass (missing the exit) and ended just before we drove onto the Valley Road exit heading to the dump.
We guess the location of these lights as being over the Prairieland/Exhibition area. My sister was driving and pointed the two lights out first, but I witnessed the majority of their movements as road conditions were challenging after the big snowfall.
The sky was clear overhead and there were clouds obscuring the North End (the lights appearing north of our position) My sister first thought the lights were two airplanes sharing the sky (like a take-off/landing path) until our movement and theirs made their distance between one another appear much closer than reasonable for aircraft.
I first thought she was pointing out tower lights. These ideas were overruled as we watched them longer. The two orange lights were very close to each other and did not appear to be moving farther away or closer toward us as a plane would, but they both appeared to be moving.
One light seemed to be lower than the other, but both still appeared to be the same size. The lower light moved more noticeably than the other. It moved left and right and then appeared to move back, leftwards and behind or farther away.
It got dimmer and dimmer and then vanished from view. We were just getting onto the Circle Drive South Bridge when the lower light faded out. It did the back and forth movement in a very short amount of time. The second light did not get dimmer, but we lost track of it due to road positioning.
I (in the passenger seat) was leaning very far forward in order to keep it in sight by the time we turned off onto the Valley Road exit. Condensation on the back windows kept me from seeing if it faded out like the first lower light.
The orange glow of these lights were a darker orange than the street lights, but not quite red in colour. My sister and I drove back across the bridge towards that neighborhood but as it was -20C out and late, we only lingered a little before going home.
