Time: Approx: 10:00 p.m.
I saw it as I was driving home from work around 10:00 p.m. It was a ball of white light then changed color to green.
I have a friend who seen this happen a few weeks ago as well. I to live in the Ottawa area.

I also saw that green light on my way home from work at around 10:15 going east just before carlsbad springs.thought it was a firework a first, but firworks go up not down!
